Paco Tsang is a Chartered Professional Civil Engineer having over 20 years' experience in the field of Civil and Geotechnical Engineering. He is a qualified VM Facilitator and also is an accredited Mediator. He has substantial experience in conducting Partnering and VM workshops for different types of projects for Government and private sectors.

She has more than 10 years experience in delivery of partnering, risk and value engineering workshops for project team and 25 years experience in business improvement consultancy, training and coaching for leadership services. She has facilitated over 200 workshops and is also actively involved in coaching, cost saving study, process review, process efficiency analysis, business process improvement projects, and training program development. Lillian is well versed in leading consultancy teams and in overseeing successful implementation of a wide range of consultancy projects. She is a Register Corporate Coach (RCC) of WABC and Certified Facilitator of Facilitator U of USA.

Dr. Qi LIANG has received his Bachelor’s degree in Civil Engineering at the Southwest Jiaotong University in Mainland China, MSc degree (Distinction) in Construction Project Management at City University of Hong Kong (CityU), and Ph.D. degree at the CityU.  His research mainly concerns about the occupational health and safety in construction industry, stress management and value management.  Based on his research outcomes, he has completed over 15 international journal and conference articles.

Dr. LIANG also proactively participates into the industrial practices.  He was a structural designer and has worked for several huge building construction projects in Mainland China; he has completed the Value Management Module I and Module II under SAVE International, and becomes an Associated Value Specialist (AVS) of SAVE International.  Dr. LIANG is also a council member and the membership director of Hong Kong Institute of Value Management (HKIVM);  and an executive council member and assistant secretary of Institute of Safety and Health Practitioners (ISHP)).

Mr. K.T. Chau obtained his BSc degree in Architecture from University of Edinburgh in 1984 and BArch (Hons) postgraduate degree from University of Dundee in 1987 in U.K. He became a registered architect in U.K. and H.K. in 1989 and 1992 respectively.

He has more than twenty years architectural design and project management experiences for various building projects from private and public sectors in Hong Kong and overseas. He obtained his Master of Business Administration degree from The Open University of Hong Kong in 2000 and became a BEAM Professional since 2010 and a member of HKIVM in 2012.

Mr. K C Tang has over 37 years' professional quantity surveying experience covering different types of projects in Hong Kong and Mainland China adopting different practices and influenced by different cultures. He has handled over 570 medium to small sized jobs with diversified scope of services with K C Tang Consultants Ltd. and over 100 large sized jobs with full scope of services with Levett and Bailey Chartered Quantity Surveyors in the early years. He has received training in mediation and value engineering. He has served as a Council Member of HKIVM since 2010 and is a List B facilitator. He has facilitated or co-facilitated over 20 value management / partnering workshops. He is a frequent speaker to deliver pre-qualification structured training talks to candidates pursuing the quantity surveying professional qualification, and has been instrumental in shaping the system of assessment of professional and technical competence of surveyors. Mr. Tang supports fair and equitable contract dealing, partnering and value management.

Carmen obtained her Master degree in Business Administration at Monash University, Australia and a Bachelor degree in Social Sciences in Psychology at The Chinese University of Hong Kong. Before joining JCP, Carmen has 20 years of experience in the Hong Kong Productivity Council where she held a managerial position. Through various positions she took up in the Council, she has developed full range experience in business improvement consultancy, training and coaching for leadership services.  Her profound experience in executive training and development, and performance consultancy has given much edge to the consultancy projects she delivered. Carmen is a Register Corporate Coach (RCC) of WABC and certified associate facilitator of the Facilitator U of USA. Her background in psychology makes her an ideal value management and partnering behavioural coach. She has more than 5 years of experience in delivery partnering, risk and value engineering workshops and facilitated more than 100 workshops in Hong Kong and Malaysia of which more than 15 were value engineering workshops.

Mr. CHAI has been involved in and contributed to numerious civil engineering and construction projects in Malaysia and Hong Kong. He has 13 years of experiences in project planning, civil engineering designs, project and construction management of multi-disciplinary civil and building projects.

He achieved Associate Value Specilist qualified by SAVE International and he is currently a Council Member of HKIVM. He also co-facilitated value managment workshops for number of government projects.

Dr. Leung has more than 12 years of practical/teaching experience in the construction industry/education and has participated in a number of prestigious construction projects in Hong Kong.  She received a Tony Toy Memorial Award (i.e. the first prize) in 2002 issued by Hong Kong Institute of Value Management Limited, H.K. for her PhD thesis, an international award (Thomas D. Snodgrass Value Teaching Award) in June 2005 issued by the SAVE International 'The Value Society' in U.S.A., and an academic Best Award 2008 issued by the Miles Value Foundation in the U.S.A for her outstanding VM performance in HK and Mainland China.  Dr. Leung is also a Certified Value Specialist of the SAVE International 'The Value Society' in USA , and a Qualified Facilitator (list A) of HKIVM in HK.  She conducted a number of VM workshops for various large construction projects in H.K. and the U.S.A., and is the first qualified VM trainer in HK for formal VM training workshops (modules I and II) those recongised by the SAVE International in the U.S.A.  Dr. Leung is a Fulbright HK senior Scholar visiting the Universities in the USA in 2014-15.  She has attracted over HK$ 16 million as Investigator in professional and research grants including professional  and governmental projects. Over hundred refereed journal and conference papers in construction engineering and management have been published or accepted for publishing.
